Muntari, who had a spell on loan with Sunderland last season, has been linked with a switch to Napoli but his agent, Marco Odisio, has hinted that the player could return to England next summer.
"Before the beginning of the season Inter have made some choices that probably didn't include Sulley," said Odisio.
"In June he had the opportunity to move to an English club, but finally this possibility has vanished.
"Sulley really wants to play, he was quite upset about missing the possibility to move to England because he wanted to play abroad. Today he seems like a player that Inter are not considering."
Muntari, who moved to Italy almost a decade ago when he signed for Udinese, has featured in 63 matches for Inter after previously playing 29 games for Pompey.
Inter are 1213.00 to win the Serie A title this season and 1213.00 to claim the Champions League while city rivals AC Milan are 3.25 to win the domestic crown.
