The Bluebirds boss has seen bids for Blackpool's Matt Phillips and Brighton winger Craig Noone rejected by their two Championship rivals, but Mackay will not make any "knee-jerk" reaction after missing out on his targets.
"I've got nothing to say on [the Noone bid]," Mackay told the BBC.
"There will be no knee jerk reaction. We have had targets all the way along. We get to see whether they come off or don't come off, and some haven't."
Cardiff are pushing for honours in the league and the Carling Cup, with the Welsh side 7.00 to take the title ahead of their final showdown with Liverpool at Wembley next month.

Mackay is confident in the abilities of his current squad and may delve into the loan market if he cannot snap up any players on a permanent basis before the window slams shut on Tuesday.
He added: "The loan window opens in seven days again. We have a fully fit squad right now and we have a group of players here who are desperate to do well for the football club and that is the most important thing."
Cardiff are currently third in the Championship table and can be backed at 1213.00 to secure promotion.
